Help from the City page 1

So last week, someone parked outside our house and when they stepped out of their vehicle, they stepped into water.
It was January, and about -20C, so this was unusual enough that they called the City of Yellowknife.
The City leak detection truck came out, asked us to let them in the house, and investigated. After putting some sort of instrument on our pipes (and a few of our neighbours) they told us that it was likely our water pipe frozen.
We still have water in the house, but they have a weird rig up here where there are two lines coming from the main at the street, and a circulating pump in our home to keep the water moving and protect from freezing.
Anyway, it turns out that if the leak is more than a certain distance from the main, it is our problem. The city has a scheme where they assist us with fixing it. This scheme means that they place a ground heater, thaw the fucking tundra, dig up the pipes, and replace them. They take a thousand bucks of our money as a 'deductible' and that covers us for the first 25000 worth of work.

What bothers me is that, if these pipes really were my problem, I would wait until the ground thawed to address it (even if it meant showering at my neighbours house). Also, I would see that my pipes were the LAST fail point. As it is, I have no control over what materials are used, what methods, what contractors...nothing. But I do get to pay a thousand bucks and think of it as 'assistance'.
Oh, and they placed the ground heater so that it blocks our driveway. Because of this I parked on the street next to their trailer. I forgot that last night they were clearing the snow, so my fucking car got towed.
Another 180 bucks. Fuck.
Just venting, but if you are a city administrator, I hope you get just what you deserve.
